Resolution: Gambit is complaining about fe4318.exe but Gambit's install log shows it installs fe4317.exe. Rename fe4318.exe to fe4317.exe.
Caution: This may break some import/export functionality in FLUENT and you may need to rename the file back to the proper value to restore that if needed. Renaming/deleting fe4318.exe (leaving fe4317.exe as the default) enables Gambit to run. Gambit is running the "latest" fe*.exe rather then the specific one it was build to run with and that is causing the problem.
