The advmesh license is not released after the mesh. However, it is also enabled by ANSYS Structural and higher licenses at 9.0 and therefore does not require the advmesh license. You can test it by going into Simulation, importing a geometry, inserting a 'Method' in the Mesh branch, and selecting the 'Hex Dominant' method. Then, when the mesh starts, the license is checked out. At WB 9.0 it remains checked out until you close WB. At 10.0 it will be released when all Simulation licensed applets are closed in WB (Simulation, FE Modeler, etc.).
