When using the Pro-Engineer ICEM plugin to read in the tetin file the families or part names were created but no entities (surfaces, curves, points) were read in.

This is how the plugin is designed to work. You need to read the tetin file into an existing Pro-Engineer model and not a new empty model.
The "Read Tetin" option inside the Direct CAD Interface for Pro-Engineer only works when you have originally written a tetin file from Pro-Engineer. The scenario would be that you write surfaces (and curves/points as desired) from Pro-Engineer without setting up the families. Then in ICEM CFD you would break the geometry into the various parts. Then by using the "Read Tetin" button, the family information would be extracted from the tetin file and get incorporated as attributes onto the Pro-Engineer part.
