ICEM CFD hangs at startup due to test_licensing.

It will hang if it can`t find the license, or you have a network problem so that it can`t get the license from the server. It will also hang if you have LM_LICENSE_FILE set to a long path, or it can't find a license in its path. You should UNSETENV LM_LICENSE_FILE. You can also try replacing your init.tcl with the one attached. It goes in your lib/ai_env folder inside ICEM.
