Icepak has two different meshing priorities, priority by number and priority by object type. While versatile, an Icepak block object has one of the lowest object priorities by TYPE meaning that is the surface is in contact with other objects such as a PCB or a plate object, the surface mesh will always go to the other object. Also, if two blocks are in contact on a surface, only one meshed property can exist. The block with the surface specification should have the higher priority NUMBER.
One rule of thumb to generally avoid this issue: Create the surface specifications as contact resistance plates, conducting thin plates or wall objects instead (on a hollow block or model boundary). These will always be meshed over the block surface and you won't lose the property.
