We would like to build up a model in FEMGV 7.1 in two parts and then merge the two parts together to create the full model for the calculation. Is this possible?

This is possible. The procedure is as follows:

================
To join two models together with a common geometry connection you just apply the MERGE command, see Section 7.5 of FEMGV Pre- and Post-processing manual for details:

CONSTRUCT MERGE

With this command, all parts of your two models will be analysed for merge. If you want only one part of the geometry of your model to be included in the merge process, then you have to include this geometry in set:

CONSTRUCT MERGE set_name

To group geometry parts of your model in a set, see Section 7.10 of FEMGV Pre- and Post-processing manual for details.

Also, with the MERGE command you can specify the tolerance of the merging process, see Section 7.5 of FEMGV Pre- and Post-processing manual for details.

Sections 7.5 and 7.10 of the FEMGV Pre- and Post-processing manual can be viewed by selecting Help > FEMGV User Manual on the FEMGV start page.
